Procedures and Guidelines


ARTICLE I

Name

A Frontiersmen Camping Fellowship chapter can be a real asset to a conference. The following information is designed to assist you in developing a chapter in your conference. We also strongly recommend that you secure a copy of the FCF Handbook and become thoroughly familiar with it's contents.

ARTICLE II

Chapter Name

Each Conference Chapter should select a name with historical significance such as a famous frontiersmen, an Indian tribe, or a historical site or area. The name should be related to the area or state history. The name should be approved by the National Office to avoid duplication of another chapter's name.


ARTICLE III

Purpose

  1. To give recognition to men and boys who have shown exceptional interest and outstanding achievement in the Royal Rangers program and in Royal Ranger camp craft.
  2. To build a brotherhood of "top-notch" men and boys over the years who will continue to be Royal Ranger program and camping enthusiasts.
  3. To emphasize the importance of involvement in the advancement program, development of camp skills, and completion of the Leadership Training Course (LTC) and the National Training Camp (NTC).
  4. To develop a corps of elite Royal Rangers who will strive to be the very best in Christian example and leadership.
  5. To encourage the men and boys of the Royal Rangers to always prefer others above themselves and let their leadership be by example.
  6. To be a catalyst within the Conference for the ready-made structured work force, willing to give of their time and energy above and beyond what is expected of Royal Rangers.


ARTICLE IV

Basic Requirements for Membership

     Boys

  1. They must meet the following requirements: (1) Earn the Trailblazer First Class rating. (2) Earn the Advanced Camping Award.
  2. They must be recommended by their outpost for this position. (This is done by submitting an FCF application, supplied by the Conference FCF Office, prior to the Frontier Adventure.)
  3. They will be officially selected by the Conference FCF staff. The candidate will be informed of the date and place for the Phase I testing.
  4. After being selected, they must pass the Phase I testing session and participate in the Frontier Adventure (Phase II).

     Leaders

  1. They must complete the Leadership Training Coarse (LTC) and earn the Leader's Medal of Achievement, and attend and complete a National Training Camp (NTC) and earn the Blue Beret.
  2. They will be officially selected by the Conference FCF Staff. The candidate will be informed of the date and place for the Phase I testing.
  3. After being selected, they must pass the Phase I testing session and participate in the Frontier Adventure (Phase II).


ARTICLE V

Nature

The Frontiersmen Camping Fellowship does not have definite responsibilities for implementing any particular phase of the overall Royal Rangers program. It's main purpose is for recognition and promotions rather than functional. The members are encouraged to become absorbed in the Royal Rangers program on a level where they are most needed. They can contribute a great deal to the program by being an example in enthusiasm and involvement. However, because of the caliber of membership, many members will no doubt be asked to assist in various outreaches of the Royal Rangers program on a district and conference level.

Some conferences also request the FCF chapter to spearhead certain conference projects or activities. Such functions must always initiate from or with the approval of the conference. However, the FCF Chapter may develop it's own activities and projects that are designed for FCF members only.


ARTICLE VI

The Frontier Adventure

The Frontier Adventure is designed to select only those candidates who have shown proven knowledge of the Royal Ranger program and basic camp craft skills. The Adventure should make an impression which will have a lasting effect and foster a positive attitude toward the Fellowship. The Adventure will give the candidate an opportunity to experience a taste of life on the frontier while learning certain frontier skills.

The Frontier Adventure will be divided into two (2) separate events: Phase I, which will test the knowledge and skills of the candidate; and Phase II, which will be a learning experience in a frontier environment. This will not be a secretive event.


ARTICLE VII

New Chapters

When beginning a new chapter, the conference leaders should secure the assistance of the Territorial Representative, the Regional Coordinator, or a member of the National Staff to assist in first time FCF ceremonies and activities.

The new chapter should send FCF information sheets and applications to each local outpost in the conference. This should be done several months prior to the first Phase I.


ARTICLE VIII

Chapter Officers and their Duties

CHAIRMAN: The Chairman will be the senior officer in the Fellowship and will chair all business meetings, such as elections, staff meetings, etc.

PRESIDENT: The president will wear the Silver Oak Leaf insignia, and will be responsible for:

  1. Encouraging outposts to select candidates for FCF.
  2. Maintaining contact with members.
  3. Developing ways and means for perpetuating the chapter.
  4. Arranging for FCF public selection ceremony and induction service. (The chairman may wish to direct these events; however, preparation and arrangements will be the responsibility of the president.)
VICE PRESIDENT: He is appointed by the FCF nominating committee of the Conference Commander in accordance with the Chapter Constitution and By-Laws. He should be selected from among the adult leaders in the Fellowship. His term of office shall be the same as the president.

SCRIBE: Is an appointed position. He shall be responsible to the FCF membership for correspondence, timely notification of events and record keeping for the FCF Chapter. He shall be selected for among the adult leaders in the Fellowship. His term of office shall be the same as the president and the vice-president.

CONFERENCE SCOUT: He is elected from among the Royal Rangers age boys in the Fellowship. He must be a member of the FCF for at least one year. His term of office shall be for (one) (two) years. He may be re-elected, but may serve only two consecutive terms.

CONFERENCE ASST. SCOUT: He is elected from among the Royal Rangers age boys in the Fellowship. He must be a member of the FCF for at least one year. His term of office shall be the same as the Conference Scout.


ARTICLE IX

Membership Fees

The Chapter will establish an annual membership fee, adequate to cover the costs of FCF pins, mailings and other expenses.


ARTICLE X

Special Events

The Chapter officers will plan a special event for FCF members. This event will be known as the Conference Trace. Chapter officers will also encourage their membership to attend Territorial and National Rendezvous. To be eligible to attend the Conference Trace, Territorial and National Rendezvous, the member must be active in his local Chapter. Chapter officers will encourage the membership to become involved in the Trappers Brigade and Pathfinder special missions projects.
